On July 10,
a committee constituted by the National Commission for Women (NCW) visited
Agra to investigate the fake medical certificates racket run by a senior
government doctor at the Agra Mental Institute that was exposed by Tehelka.

Investigation into the fake medical certificates issued by the Agra Mental
Health Institute and Hospital on 10th July, 2004
The National Commission
for Women took suo motu cognizance of news reports shown on various TV channels
on July 1, 2004. The reports gave vivid accounts of the manner in which
the dignity and human rights of a number of women were being subverted for
a price by a senior government doctor.

video clippings revealed the following: |

A
bargain being struck between the decoy and Dr SK Gupta, a senior psychiatrist,
employed at the Agra Mental Institute and Hospital. |

That a false
certificate was to be fabricated by the doctor about the insanity
of the wife of the decoy, whom the doctor had neither seen nor examined. |

The consideration
for the grant of certificate was fixed at Rs. 10,000 which was paid
to him by the decoy on camera, which was accepted by Dr. Gupta on
camera. The money was counted, recounted, balance demanded and accepted
and the certificate handed over in consideration for the bribe. |

Dr. Gupta confirmed
to the decoy on camera that he had issued as many as 10 certificates
of that kind - which had been duly accepted by the courts for granting
divorce. |

The nonchalant
manner in which the money was shamelessly demanded and accepted for
a fraudulent certificate debased not only the medical profession but
cast a shadow over the legal system. |

The other victims
of Dr SK Gupta confirmed to the correspondent on camera that the claims
of Dr Gupta were true. They corroborated the fact that false certificates
with regard to their mental health were fabricated by Dr Gupta at
the behest of their husbands, who wanted to get rid of their wives,
as they had developed liaisons with others, whom they wanted to marry. |

The husbands
reconfirmed to the correspondent that they had secured fabricated
certificates of mental illness of their wives, who were otherwise
perfectly normal, only to get rid of them, in order to marry other
women. |
